I realise that this has been asked before, but I couldn't find the answer to the problem for a Berlingo poverty model without air-con. The problem is that the heater blower only works on full blast - number 4 setting. At the other three settings it is dead.
My van is a 2003 Berlingo 2 with no air-con. The part required is this one....

They are around a tenner on eBay.
It is located above the heater blower. However, you don't need to remove the blower to get at it. If you open the glove compartment locker and shine a torch through the gap at the top you will see the plastic part of the unit to your right at the same level as the gap you are looking through. Reach under the trim below the glove box and unclip the plastic part. Then you can bring it out and unclip the wiring loom. No tools required! Re-fitting is a simple, reversal of this procedure.
I had a slight problem in that the white plastic moulding wasn't quite the same as the original and wouldn't just clip back in securely. Now, I reasoned that this resistor must be located where it is for a reason - to keep it cool and so I didn't re-locate it under the dash, but stuck it back in the right place using some glue.
