I had a similar problem once with an old van, turns out it was simply too low pressures in my tyres pumped them up and it was fine.
Have you checked tyre pressure, alignment tracking etc et ?
Can the pas be disconnected for a short while and go back to old fashioned steering to see if the problem goes away?

Eagerly await results of this. I've only had my 04 berlingo a few weeks and just put the crap steering down to it being a berlingo but if there's something I can fix (cheaply) then I will!

I've only experienced this once on a 307 hdi. Turned out to be very low on fluid, and airlocking. Sometimes assistance disappeared momentarily, on bends where a reasonable amount of lock was needed I got lots of kickback through the steering. All disappeared once fluid was added.
Is it possible that air could be getting in? Hope you get it resolved.

Oh no, not what I wanted to hear. How much is a reconditioned rack?
The issue I get with mine is when I'm steering into right bends, the wheel randomly pulls harder into the bend, so I have to try and resist it. It really is the worst handling car I've ever driven!

Check you wishbone rear bushes, commonly referred to as 'P bushes'.
These are rubbish material and fail very quickly, if possible get the p bush replacements from powerflex, then all you ever need to do is replace the ball joint when that fails.
I used to make my own, it makes the front end far tighter and more responsive.
The bushes will be listed for Peugeot 306

The reconditioned rack fixed mine. The mechanic recognised the symptoms and said several Citroens suffer it (Picasso and Xsara I think he mentioned). He thought it was a valve stuck in the rack. Seems he was right. With labour and part the fix was £300. Which I managed to (eventually) get the stealer to pay...
...now it's just the judder at 50-55 and the bouncy- bouncy, wobbly, 'I'm going to tip over' thing to fix... I still think the mk1 was a better vehicle.
