No quite normal and not just for Citroen, it is the oil passing through a pressure relief valve.
Pulsing can be relieved by using new fluid, perhaps not cured but usually much improved.
I used to get pulsing on my old Volvo 740. Don't know if the cause and the cure are the same, but it happened when the fluid got low, there was always a leak. After topping up I turned the steering from lock to lock a few times (best done when the car is stationary! especially on the 740 which had a fantastic turning circle - the only thing I miss in the Berlingo) and that did the trick. I think it bled the air out.
Yes ^^^^^ that is how I have done it it the past after having worked on the hydraulic system.
