rear seat dismantling

Does anyone know how to dismantle the backrest of the rear seat in a Berlingo? The centre belt has locked on ours and having folded the seat down there isn't enough slack to raise the back again and I can't figure how to get to the inertia reel. The Haynes manual kindly says to take it to a to a dealer! Any help appreciated. It is a 2003 Berlingo if it makes a difference.

Many thanks, that is really helpful and maybe partly explains why the Haynes manual says what it does!!
