wipers wont turn off

Hi friends

my 2001 Berlingo van is giving me problems
it started raining when i was driving back home so i put the wipers on and when i got home they would not turn off
even when i shut the engine off and removed the key
i had to remove a 25 am fuse to shut them down 
but this shut most other things down so i cant use the van till i get some advice from you.
if its the switch and i have to remove it 
do i have to some how disable the air bag
any help will be appreciated
all the speed settings on the wipers are still working but im surprised thst with the ignition off , they still kept moving

Well i went back and put the fuse back in and the wipers work as they should
so i guess that when i took it to the car wash and the guy Jet washed it 
some water found its way in or when it rained the night i was driving it 
somehow water caused a short circuit that has now dried out.

Some water go into the electrics's some where have you checked the scuttle for leave's and muck it can make water over flow and go down in to the electrics you are lucky to have got away with it .

Yes Jed i cleaned this area 2 weeks ago because i have water finding its way in to the passenger footwell also.
It did have muck and leaves in it but after cleaning it , the water ingress continues.
I dont use the van that much but will have to take the carpet up soon to check for leaks.

The water getting into the passenger floor is a crimp in the pipe that runs down in the wheel arch , its about 2 inches around , I cleared my problem by putting a 1 to 2 inch piece of wood into this pipe where the crimp is , no problem now when it rain heavily
