Lack of vacuum to turbo 1.6 HDI

Hi, been having trouble with turbo boost. I have checked the turbo itself and that seems fine. Also put a vacuum pump on the actuator and that seems fine. Then tried the vacuum pump on the pipe going to the actuator with the engine off, applied vacuum.....nothing. Started the engine with the pump still attached.... And still nothing. Pumped up vacuum and it disappeared straight away. Is this a leaking vacuum pipe or is the're a solenoid or a regulator anywhere that I don't know about. Thanks in advance.
