| 0.3v is a tiny drop, could happen with a slight difference in bolt tightness on a terminal, a slight oxidation or a slightly thinner wire from the factory. Even 0.5v is not a huge drop.

Which ever LED's you fit will blind oncoming drivers, factory fitted LED lights on all makes of vehicle do this.
