Looks like's it made the news https://www.bbc.co.uk/news/business-55734277 - the £300 million mentioned in the article is one of the main reasons the Govt. likes the idea.

(and the couriers charging a collection fee is absolutely nothing new - its been there for decades - but I love the way the Beeb will twist facts like that by omitting bits and pieces)

Yep, RM have been charging £8 for quite some time, I seem to remember back in the 90's getting a fee for a 'free' T-Shirt that came from the US, I said that it was a gift and they let it come through.
I'm not a particular fan of the BBC news which often seems to miss key info for the sake of a good story, but I think the main difference now and perhaps the reason for the BBC's wording is that we're now seeing charges for EU sourced goods, where VAT was always charged at source. 
I'm not sure that this is correct "They cannot be paid in advance and are levied only when the item reaches the UK"  as overseas sellers can register for UK VAT (but most probably won't) plus eBay are collecting VAT on behalf of HMRC,  again a sensationalised spin from the BBC. 
Bumpy times ahead indeed!
