Hi there, 
I have a 2009 1.6hdi. The turbo got replaced yesterday as it was trashed. (luckily under warranty). Driving up hill it seems to be super sluggish. Like 18mph. And won't gain speed in 2nd gear. In 1st it sounds like the engine is super over worked. Not sure if it's just because it's a 1.6 and it's a weak engine. (never had this car before.

Anyone else have similar problems and have them fixed?

It should go faster than that. Maybe it's in limp mode, or there's no boost from the turbo. In either case, it's not working properly.

Get he garage to test drive it properly..

The 1.6 hdi is a strong little unit & it shouldn’t noticeably loose speed up hill, certainly not 18mph unless you going up a 45 degree gradient .
Hard to tell what the issue is without seeing the car, as many things can cause this .
Looks like you have the old 16valve engine judging by the year.
The turbo is visible clearly at the front of the engine.
Check that the vacuum pipe is a good fit onto the capsule fitted to the turbo.
At idle speed if you pull the vac pipe off, you should 
See the wastegate rod move one way or the other.
If not , the car pipe could be split, or the solenoid that controls it could have failed at the rear of the engine.
