Hi
Advice sought
my 2001 berlingo 1.9 will not start or turn over. The glowplug relay CEP/6 is ticking fast/fluttering, is this the cause? The van will start with a push.

More likely a battery or starter motor problem if it will not turn over. Will it turn over from a jump battery ?
So where does this bit go then ?

Have you checked the battery? Battery voltage with no load and again with engine running.
