timing belt adjustment

Hi all. I had noticed a slight chirp when turning the steering recently so thought I would tighten the belt up, now when I turn the steering the belt locks up and the power steering doesn't work. Have I tightened it too much?

does it work if you slacken off the drive belt ?.

The belt also drives the alternator , is it still charging when the belt locks up.

I think I've managed it. I adjusted it several times but I think it's on its way out to be honest. I slackened it off and got it to work but really loud chirping, tightened it up again as much as I could and I've got it working but think I'll just order a new one.
