[Brakes] parking/handbrake

Morning folks
06 blingo with discs on the rear. the nearside parking lever keeps sticking. it can be freed with a squirt of oil and working the hand brake.
my question is ,there are two hooks that look like a return spring should be fitted should there be one? 
there isn't one on the other side either.

What type of car? Passnger or LCV( i.e. VP or VU)?

It would be nice to find a pic of the caliper assembly to see if it shows external return springs.

the offside hand brake lever is now doing the same thing (sticking) can be freed with plenty of lube.
Looking around E-pay a couple of days ago I spotted a Berlingo caliper with external return springs, ha so they exist.
got a pair from Bremtech on E-pay. bit pricy but the operating arm now returns properly.
