Often wondered this myself. The one on the left fits credit cards (although I wouldn't dream of leaving mine there) and the other one might be some kind of document clip.
These are just my guesses - does anyone know for sure?

I think they are for putting your peage (toll) tickets safe when on the French autoroutes. If you lose them, they charge you the earth when you leave the autoroute. It is a French car, after all.
