The lights in the instrument panel of my '98 Berlingo stopped working. (Instruments Works fine - but no light!)
Turned out to be the fuse. Replace the fuse, and it blows. ????
Anyone?

Try taking all the bulbs out and see if it blows, if it doesn't, then add bulbs 1 at a time and see if you can narrow it down to 1 bulb.
If fuse blows with all the bulbs out, try disconnecting the wiring plugs from the back. If it still blows, you most likely have a wiring fault, if it doesn't then plug the connecters back in. If it blows while you are doing this, the the binnacle has a fault.
I take it you've tested the other items covered by the fuse?

I tried to Connect another instrument panel, and the same happened, so not bulbs.
I don't think there is anything else covered by this fuse. Everything else seems to work fine...

Sounds like a dead short to earth on the wiring loom.
See if you can follow the wires from the fuseboard and see any chafing or exposed cabling.
