"Safety Pack" is not (to the best of my knowledge) a term that Citroen used for the 07 Berlingo. The only safety related option for Berlingos in 2007 was the Electronic Stability Programme, and it was only available in "Desire" spec. I presume that you know that you've got it if you have a big button on the dashboard that says "ESP" on it. If you don't have a "Desire" vehicle (e.g. no modutop), then you don't have ESP.
In 2008, Citroen introduced the Mk3 Berlingo, in which the Safety Pack was an option on VTR & XTR spec vehicles. On the VTR, it included front lateral and curtain airbags, Electronic Stability Programme (ESP) with traction control and Hill Start Assist function. On the XTR, it included curtain airbags, Electronic Stability Programme, (ESP) with traction control and Hill Start Assist function. (Front lateral airbags were already standard on the XTR.)
