Ok so after out tinkering on the berlingo Ive noticed my rev counter does not work and the wipers don't work but the washers do can anyone point me in the right direction also I've checked the arms and motor haven't ceased

When you say you have been tinkering did you do anything to the electrics or disconnect the battery? If you don't reconnect in the correct way the electrics throw a fit. Is the battery flat?

All fuses are good I do have a dodgy battery getting a new one the battery had disconnected could a new battery solve this

If you have low voltage yes it can cause problems. When you disconnect and connect the battery you must follow the correct procedure or it will throw a fit. Read up about BSI reset on the forum.

I read on how to reset the bsi but I don't have central locking key can i still reset it

Just skip over that part of the reset and you will be fine. But make sure you have a decent battery on to start with.
