Hi, i have had problems with my 2002 berlingo 1.9d just would like to know how much pressure is supposed to build up when priming the system? a small amount of fuel seeps out when pumping and although you can feel pressure build up the pump can still be depressed all the way down. would this cause starting/running problems?

If fuel can leak out air can get in causing starting and running problems. As you prime the pump it should get firmer
( this is getting into frankie howard territory now)

have changed the fuel filter housing, primed the system, still will not start for more than a few seconds. then it just turns over and sounds like its backfiring!

Have you primed / bled the main injector pump ? Worth doing as easy and sounds like your issue ( once the leak is sorted of course ).
