No one can give a definitive answer to that by looking at a couple of photos, If there is corrosion there how about other structural areas.
You can google the government website that has the MOT testers manual and have a read yourself, or take it to a garage and have an MOT done.

The 'bulkhead' is actually just scuttle panel so that won't be a fail.
The inner wing would be at testers discretion, and if i'm hoesnt I'd just pop the washer filler neck off and use a little body filler to smooth it over.
