I think if you have a look flat faced bolt's on the alloy's have a tapered face in front of the flat face but you've brought up a good point .??

The spare should have flat holes even if it's a steel wheel, so you can use the same bolts. The Xantia and C5 sets of alloy wheels I've used on my Berlingo both had steel spare wheels with flat faces on the bolt holes so you just used the same bolts.
I actually went and bought a set of 4 of the correct tapered bolts for the steel wheels, only to find I couldn't use them on the spare when I had a puncture.
