No it doesn't matter,the 25,30 or 40 amp rating is how many amps it can handle

On your passager fuse diagram, 23b doesn't exit on my panel?

Does your car have it

The fuse which goes into 23 can also go into the fuse holder below it, IE one prong of the fuse goes into 23 and the other prong goes into the fuse holder below 23. This gives you either the cigar lighter on without ignition or cigar lighter  on only with ignition. Also affects your radio
At least on my 2001 berlingo.

 From ACC or Battery +    ( from alternator or from battery )
