rear wiper electrics

Had a Berlingo - loved it, then had a Xantia - hated it; now back to a Berlingo. When I bought it the rear wiper is stuck half way. Disconnected and checked voltages on the 3-wire connector and seem to have yellow/green earth, yellow(522) with 10 volts, Grey(520) with no voltage. These readings are the same whether the wiper is switched on or not. So, do I remove the wiper motor and replace it or should I be looking at a cable fault? Fuses seem to be ok as far as I can guess which is which. Any advice would be gratefully received (except, maybe, sell it and buy a Xantia)

Connect 12v from external battery directly to wiper motor to rule out
motor faulty. On my blingo rear wiper motor is connected over relay.
