No parking lights + airbag light on

Hey guys 

I am working on a 2004 Berlingo Multispace 1.6 gasoline, that has failed an MOT inspection due to worn-out parts and missing lights. So far I have successfully changed all the parts, but I am stuck on the lights. The airbag light is on aswell, which I suspect could be connected with the failing lights (?)

The problem: My parking-lights do not work on either side. All other lights work fine, I have checked all the fuses and changed the bulbs, inspected every plug and everything is fine. 
 When I turn the column mounted knob/arm to normal lights, I can hear the relay clicking in the fusebox (engine room), when I turn the knob/arm to "parking lights" I hear no click. I have therefore concluded that either the relay in the fusebox is bad, or the knob/arm switch is bad ~ meaning I either need to change the fusebox or the Comm 2000 unit

- I have no voltmeter, nor the know-how to put it into use. Is there any other way locate the culprit? Might a bypass of the relay be possible?

Has anyone experienced similar issues? Would love some help.

Have you tried a BSI reset? As for the airbag light check the connectors under the seat have not come loose or broken wires.

Is there any way to do the BSI reset without the key lock? i only have the one key and all the electronics bits are broken off.

No fix

Found a video on youtube on how to reset the BSI without the central locking. Did the procedure about 6 times, and about two times out of those six the car wouldn't start and the ABS light was blinking. Did the procedure again and it worked fine, however it didn't fix the parking lights.

Changed the fuses to the headlamps just to be sure, but again didn't help.

Any suggestions?
