[Engine] Blocked off pipes

Hi,

I was looking closely at the engine this morning (while fixing a break in the alternator cable and noticed two small rubber pipes tucked away with the ends blocked off by screws  inserted in them,(see photo). I traced them back to a small plastic block attached to the inside edge of the battery box (see other photos). Any ideas what they are ? I'm guessing the screws aren't from the factory :-)

It's a 2002 (pre sep) 1.9 D.

Probably the pipes to the EGR valve a common method of disablement.
