Is that through the gears or just in top gear ?

It's through the gears also when stationary in neutral it's the same, I know diesel won't rev high like a petrol but 3500rpm seems low was just seeing is it just me?

I would try and get a diag done but in the meantime try unplugging the MAF sensor and see it helps.

I'd expect the engine to easily achieve 4k at idle though whether it would be a good idea to do so is another matter !
Max output is @ 4k rpm so you'll have to be really trying to get those revs through the gears since max torque is @ 1750 rpm and that goes against achieving the max revs.
I don't really work mine through the gears but can say that with mine 3k = 80 mph and 3.5k = 93 mph when in 5th gear - checked tonight as it happened due to a drive home on the M4 but was to concerned about my license to try further.
I'd be looking at air / fuel filters also the timing belt how old is that ?
