[Steering & Suspension] Headlight problem

Hi all I have just bought a 2011 plate Citroen berlingo Xtr 
I have a bit of a problem with the headlights when I am towing my caravan I can’t lower the headlights from the switch in the car the garage said it doesn’t have motors on the headlights to do this Citroen said it should have and Euro parts say the only headlight for this car only come with motors in the light to lower them from the switch in the car 
Can any one tell me where the motors would be and where the fuse for these would be any pics would be great if anyone could help thank you
