[Steering & Suspension] squeaky steering

My 1.4 M59 Berlingo multispace is puzzling me.There is a squeaky racket when I turn the steering wheel.I lubricated the rubber thingy which the steering column passes through at the bottom but no difference.
So,genius that I am, I removed the column shrouds and lubricated the plastic ribbed ring(something to do with collapsible column).Again,it made no difference.

This is definitely a plastic to plastic or rubber to rubber squeaky noise caused by the rotation of the steering wheel.

Any ideas welcome?

What about the universal joint at the bottom of the steering column , it sticks and needs a squirt of wd40 type stuff now and again. It sits just through the bottom cover
