Hi
Welcome to the forum,
The only two oils that I'm aware of that have PSA B 71 2290 approval are,
Total Quartz Ineo ECS 5W30 and
Fuchs Titan GT1 Pro C2 5w30
Citroen use the Total oil at their garages.
As far as the oil filter is concerned it's safest to check against your vin number to make sure you get the right one.
If your open to using a OE replacement filter the brand's
Mann and Mahle filters are among the most trusted.
You can get ideas on prices of OE filters by entering your reg number at,

My local Citroen dealer uses Castrol Magnatec 5W-30 C2 Fully Synthetic which is also PSA B71 2290.

Thanks Jamesg,
I wasn't aware the Castrol oil was approved, I'll keep it in mind for future use.
According to Opie oils Mobil 1 ESP 5W 30 is also approved

When looking at oils I found plenty of weasel words, phrases such as,
Suggested application
Suitable for
Meets xxxxxxxxx standard etc
It doesn't mean these are not good oils, far from it but it does mean that some manufacturers / distributors / sellers are trying to pass them off as if they had passed the manufacturers approval procedure.
This sort of deceitful practice makes me actively avoid the seller and their product.
I don't mind buying oil without approval if I have faith in it, but I don't want to be mugged into buying it !

Maybe the manufacturers of the the oils that are using the "weasel words" just aren't prepared to pay the vehicle manufacturer the fees they want to grant approval !
Many oil manufactures who's oil meets or exceeds the specifications don't bother seeking approval because of the costs involved.

. That's absolutely fine, as long as they make it crystal clear, but when they list under approvals they list the PSA number with meets or exceeds or suggested for etc this can be misleading.
If they don't want to pay for test ok but then don't use the approval number in the information about the oil, they could just as easily put recommended for Citroen Peugeot diesels but they don't because they want to confuse both the issue and Google, if you do a Google search for PSA xxxxxxxxx you will get oils listed that have both been approved and some that are not because Google sees the PSA number in reference to that oil.
