I went to look at a 2007 1.6HDi yesterday "no faults, drives as it should". As soon as I pulled away it was clear there was a lack of power but other than that it drove ok. The seller let me plug my OBD reader with Torque in & it scanned with no faults, but there was no boost in the live data when the engine was revved.
The seller then admitted that he'd been told it needed a new turbo when he bought it ..
Seems strange that there were no codes though?

That is strange. Maybe ecu firmware is modified to ignore faults.
That is "cheap" fix for boost and egr problems.
I see that a lot on pug 206.

Try unplugging the air flow meter and test driving again, I’ve seen a fair few God’s which had zero pull and the air flow meter was reading way off, mainly 2.0 hdis but wouldn’t surprise me if 1.6 hdis suffered the same, zero fault codes as it just sees less airflow but has nothing to compare airflow to, it could also be the get valve stuck open (generally gives a code unless it’s not been calibrated) and then it will run like a pig and with extra exhaust gas instead of air it can’t burn diesel and make exhaust gas well so no turbo...
