the ecu will open or close a vacuum valve that goes to that egr valve, and the way to test a diesel egr is to squash or remove that vacuum pipe at idle and the maf reading will roughly double (grams/sec or whatever) because diesels run about 50% egr at idle and low load
petrol egr,s however run just 20% egr and only at higher loads

Do you really mean the ECU disconnected - not the EGR?
As far as the EGR is concerned, it is designed to stay closed at idle and at full throttle, and open during light loads - ie. part throttle conditions. With many engines you can just unplug the egr without any problems (except for the eml light on the display). The engine stays cleaner with the egr blanked or electrically disconnected.
