i had the same problem with my berlingo, there are 3 pins holding the airbag at the centre of the steering wheel. you need to remove that to fiddle with the cable. If the horn doesnt work, could be the earth or the wires behind the centre piece. Mine was the wire, I unfold it and made it in a way it was not breaking in a 90 angle and after that the horn was working.
3 pins: check from underneath, stuck a screwdriver in and push it in, but gently in a way, if that miss you might damage your airbag or the printed circuit(IIRC).
First time took me 30 mins to figure it out how to do it in a right way
But a haynes manual would help greatly
