Is there a good (and cheap) one that works on the 2004 berlingo..?

IIRC 2004 was the year they started to put OBD onto diesels so your car may or may not work with OBD2, my '04 2.0 did work so you may well be ok.

There are plenty of cheap readers on ebay for under a fiver, search for ELM327.
