IIRC there's also a test for the instrument lights? If the lights & the rev counter tests are all ok, I think that the wiring is maybe ok too so it comes down to the BSI config or maybe the BSI you've got is somehow faulty.
The problem you have with all the dash lights on is similar to the problems you get when configuring the cruise control, for example if you change from 'no cruise control' to 'cruise control with speed limiter' , all the dash lights come on. But this does not explain the headlights & hazard lights. Maybe the Xantia BSI has different firmware & different options to the Berlingo.
Can you take some screen shots / screen captures of the BSI config screens and post them? Maybe someone will see a difference or something odd.

ok i will fire up the lexia and take the screen shots i just cant figure it being a bsi fault as i say i have tried the zantia bsi/and ecu and key and the van runs fine but the dash is the same i purchased sedre on discs but cannot seem to get it up and running i did find a post about dash wiring and i think the test was on pin 1 of the dash has battery voltage with ign on and no voltage when off but i still have live until everything shut down and sleeps
Here's the wiring showing the instrument panel (0004) with connections to the BSI & the MFD / Clock. I can't find a diagram which shows things like the speedo or rev counter but the connector to the back of the instrument panel only has a few connections so these are probably shown in this diagram. I looked at a couple of other diagrams for the temp & oil levels, they all show the same connections to the BSI.

well i check the wiring and all checks out ok global scan show fault on bsi, airbag and instrument .
on the bsi it com with engine ecu main relay on the instrument its com with bsi and at the bottom of the page it say remote fault caused by another ecu when i try to investigate it with lexia to check what ecu i get a windows error of winlux and it crashes so i have to reboot the laptop.
this does not give me any confidence in my lexia .

Lexia is a WinXP application so may not work properly on Vista, not tried it myself so am not sure, as I use WinXP. If you can't find someone with a known good working setup, you could try installing it on a WinXP VM inside Vista, or if you have a spare laptop build an XP version.
There are a quite a few pre-packaged VM versions lurking on the Interweb, it's used that way by lots of people.
