engine surging

my 2002 berlingo 1.9 d has a problem when changing gear or after letting revs drop engine seems to pause before surging as if clutch was slipping cant smell the clutch burning any help on sourcing the problem would be appeciated

I would look at the fuel filer and air filter.   Does it start Ok ?

You could try putting it in gear with the handbrake on,  a little revs then  let the clutch out gently . If it stalls your clutch is not slipping.  If you can sit there in gear with h/brake on and rev the engine up without stalling I would think about a new clutch.
