Depress the accellerator, then switch the ignition to 'running' while still having the accellerator rock bottom. This should activate the fuel pump for a few secconds to bring the fuel pressure up.
The old Berlingos are notoriously difficult to read with standard OBD II equipment.
(They use some weird K-Line protocol, not the more common CAN-bus protocol)
The best is Citroën's own Lexia SW and dongle. Some forumites have one and might be wiling to help.
Do you know if your car has the 'BSI'?
If so, it might be an idea to try resetting it. (It should be documented somewhere on this site. )
Do you have another key you could try?

Yes it has BSI I will check how to reset it! I don't have more than my 2 keys and it seems to be same no matter what i choose.
When this problem started it started like a bad connection when i was out and drive it,Car did just die and go, die and go then just stop and after that both ignition and fuel supply are gone everything else seems to work All fuses is ok (if there isn't a secret one somwhere)
