It should start with no GP's just now mate, they will only be used at very low temperatures and for post-glow once started for emission reasons. So the likelihood is, that isn't your problem and they are not meant to be on.
The HDi will start without them - unless you don't have the HDi - you didn't say what engine you have.
Could be no fuel pressure, Immobiliser, Fuel shut-off valve, HP Pump, air in the system, fuel pressure sender faulty....the list goes on buddy and testing the GP's with a meter is only valid in cold weather, or after starting (JJ9 will attest to this)
My own thoughts, if you have no EML on and no Immo warning (flashing Key I think) is the Crank Sensor, or a fault in the fuel circuit as above. Do you not have DiagBox?

Many thanks zion for replying !! it's an 03 1.9d berlingo forte, the only thing i know about cars is changing a wheel and putting fuel in !! the mechanic had it going by squirting something down the air intake while i turned the key !!it fired up straight away

Ahhhh 1.9D....he will have squirted Bradex Easy Start....
Ok you have a non HDi engine that does need glowplugs. My apologies! You could need a GP relay, or a fuse, (40A) or a wiring repair if no power is going to your glow plugs.

I think from memory the glow plug relay is on the nearside wing near the headlight. If you find it get someone to turn the key while you touch it and you may feel it click.
Are we there yet?????
