strange electrical fault

hi just wondering if anybody can give me a point in the right direction. I have a 1.9 (2005) citreon berlingo diesel van. from start when I open any of the doors , after a few seconds the front headlights come on. I can start the car, but the headlights remain on. when this happens I have no horn, no heater.  this fault also comes and goes, sometimes its there and sometimes it not. can anybody please offer any advice as to why this is happening. many thanks

First guess mate - blocked scuttle panel = water in the BSI controller. Is your carpet damp?

where / what
 is the bsi controller and where would I find it?

It's in the dash, on mine (B9) it's behind the glovebox, looks like a second fusebox. Yours on the M59 will be under the dash on the driver's side. The scuttle gets blocked with leaves and then the water can't drain, so it follows the harness and gets into this unit. It's the body systems interface and apart from the injectors, it controls pretty much everything. Check none of the fuses on it are blown either. If it's wet, you may be really lucky and remove / dry it out at home but if it's damaged, the car will never work properly. It also can't be swapped be out without recoding an old unit to your vehicle.

You could Google "BSI reset", it may help if not damaged and just misbehaving.

if I do a system bsi reset. will I do any more damage other than that is already there. 

any suggestion as to how to stop water getting into the bsi, in the face place.

No you can't damage it with the reset, it's like rebooting it. But, if it's faulty then it won't help much.

To stop it getting wet, make sure the scuttle panel below the windscreen is not blocked with leaves and dirt. It's designed to drain rainwater away from the plenum where the blowers draw air in, but if the drain area is blocked, heavy rain can find its way into the cabin and the electronics.

The behaviour you're getting is a dead sure sign of water in the BSI, or at least a faulty BSI from other means (still electronics and they do fail)

No worries. A BSI reset is a procedure you go through as follows:

Put the driver's window down, lift the bonnet and ensure all equipment is switched off.

Ensure all doors are closed and remove key from the ignition.

Wait for 3 minutes, disconnect the vehicle battery and wait 15 seconds.

Reconnect the vehicle battery, wait a further 10 seconds (do not open doors.).

Switch on the side lights through the driver's window.

Switch on the ignition and check system's functionality.

Hold lock button on key down for 10 seconds.

Remove key open & close door test central locking system.

Start the engine
