Did you do the comp test with all plugs out, or one at a time only on the cylinder under test?
If you did the second option, I'd take all plugs out and see if numbers 2 and 3 are both low when all plugs are removed while testing. It does sound like you have a compression leak into the water jacket or head gasket issues of some description. 2 and 3 could have a joined compression leak between them, that would cause some funny issues.
