That might be an anti shudder valve, if it is and it's closed permanently it won't start. Try pushing the arm down so the flap is open. Might need to hold it in place with a tie wrap till you can repair it.

Used some araldite to fix it. Been working for a week, so fingers crossed it's fixed.
Did have a look at finding one from a salvage yard, but see if this one lasts.
