It is possible, but a bit of guesswork really, the split in the turbo air intake could potentially bypass the MAF sensor measurement of the volume of air. In other words, air will get "potentially" sucked out of this split and not via the air filter. Thus, the crankcase breather will be under increased pressure, as the turbo does not create a negative pressure in there to extract gasses and this "might" result in more oil being spewed out.
I would say to definitely fix the split in the rubber. You could of course buy it from the "stealers", but ebay is absolutely fine and I've seen numerous such rubber components for the 1.6HDi. Next is to also seal the doseur unit with sealant or buy a second hand one and replace it. If it is not leaking anymore and the exhaust is not producing blue smoke, it is OK as an old engine can be.

Here's the rubber intake sleeve mate, under a fiver. I've fitted these loads and they're fine. They all split eventually. Hold it still while you tighten the plastic pipe onto it, they slide like buggery in the opposite direction to where you want it to sit when tightening up. I always put a
new jubilee on but don't go nuts - it squeezes the orange sleeve back out when it's too tight.

What is the doseur function?
I’m not used to Diesel engines
What would be its English name so I don’t sound clueless when I’m talking to the mechanic.

I wonder if this is the cause of a slight stumbling like a misfire at lower rpm I have.

AFAIK not only that, but it also re-directs the EGR gasses to the engine and blocks the intercooler at startup, etc.

It's unique to PSA so most English mechanics (if not familiar with PSA) would say "that black thing with the wires and hoses" or mistakenly think it's a throttle body. It's as said, intercooler bypass and EGR throttle as well as shutting the intake completely when you turn off the engine. (Anti shudder)
Could be responsible for some issues, but not so easy to get off and even harder to test. They did away with it eventually, my van has a dummy plastic moulding that replaced it, no gubbins or wires. The EGR valve setup is different instead.

At least now I can explain it’s functions.
Can you explain why it’s hard to remove?
I was hoping to remove it and have a go at sealing it up and if that doesn’t work replace it.
If it can leak oil out then it can let unmetered air in so will need sorting at some point in the near future
I’ve also read that oil leaking from here eventually damages the alternator.

It's under pressure when on boost, and they do leak at the casing edges if they split, being made of two halves. The reason I found it hard to remove, is the bolts holding it onto the engine....the left side has a bolt that looks like it was put in by Paul Daniels....how the hell you get near it, and I'm no dummy but maybe with more bits removed.....
Have a close look at how it's mounted onto the block...
