Radiator drain plug

All I can feel in the fitting is what appears to be stump of plastic - but maybe there was never a tap there and all I am feeling is the sealed off end of the moulding. I've never drained down my entire coolant, but instead have removed the thermostat housing and have lost enough coolant to allow topping up with sufficient antifreeze.
I've taken the view that the system all works fine with no overheating and just keep it all up to strength using a cheap tester.
Is access to the lower rad hose fitting any easier if you remove the plastic cover under the inner wing? It may have one of those dreadful plastic clips holding it on, which may disintegrate when you prise it off.....
