Anyone got any recommendations for how to clean up wheels that are a bit rusty/unloved? ( See pic.)
I'd prefer to clean them up if possible, rather than cover them with something more shiny.

I clean and spray the wheels by attacking it with wire wheels on a drill to get the rust off and give the paint a good key. Wipe it down to get the dust off then let the tyre down to get masking tape between the tyre bead and rim and mask up so there is no over spray. Then spray with red oxide primer and top coat with black in my case. The paint cans I got from Lidl on one of their DIY special days and its good stuff and provides a good finish.

Rotary wire brushes on a drill or angle grinder and a few hours sitting in a cloud of dust.
Mine were worse than your example. I pressure washed them first then got stuck in one at a time starting with the spare.
I hand painted them with Aldi's finest silver (grey) paint about 5 years ago and they're still acceptable.
