Hi...
looking around the car.. found the drivers side jacking point has crumbled....
Yes it would be possible to make a replacement... but without one to hand to go off a lot of faffing...
but in ye olden days there were shops that sold repair panels.....
is it possible to buy such a part for a Berlingo?
Ohh gear change is very stiff... can get into gear and drives
but as it has sat for a while ... suggestions?
I assume the three linkage rods have has it....

Maybe Citroen sell repair panels? You might find the part number on catcar.info
Changing the gearbox oil will help the gear change, but like you say, it may be the linkages.

Ahh, the good old days when the first thing I did when buying a car was check the 'Melbros' catalogue to see what patch panels were available...
Do you plan on using the original jack and jacking point? No need to replicate it if not, as long as the patch is good and solid.
My van: 2008 Berlingo 1.6 HDi Enterprise - a bit ratty!

The panel IS awailable...
I had the panel along the righthand side(one long panel) replaced by a bodyshop a few years ago as it was basically just rust held together by the paint. The panel cost about £120 or so(may be cheaper in England or France, though. Stuff costs here in Norway) and that was an original Citroën made panel. They didn't find any third party supplier for this panel.
Because this was a MOT fail(I believe this panel is considered structural) I had to get it done by a professional, and that costs quite a bit since it's a pain to replace. But at least they did a swell job and painted it afterwards, too.
On the M49/M59, it's generally the side with a sliding door that gets it...
