Now having found its not an MOT item, is it possible on the 03-09 Berlingo and Partner models to disable the seatbelt warning on via Lexia or whatever?

IIRC you can disable the 'chime' warning, not sure about the light though.

cut the little wire that goes into the catch on the side of the seat

Wear the seatbelt properly. It would normally go off then.
Now a 2019 K9 1.2 petrol.
Before a 2010 B9 1.6 HDi diesel.

option was there on lexia on my B9
