I had such a problem, fixed by cleaning the horn contacts behind the airbag and lightly tightening the ground wire to its place.

Hi daz13, did you manage to get this fixed?

I am experiencing the exact same issue on my 09 berlingo first.

Thanks

The original earthing route through the steering column bearings has 'dried up' / increased in resistance.

I bodged it for the MOT by stripping the insulation off a long section of single strand cable, wrapped it loosely round the lowing steering column in the footpedal area and then attached on end to the bulkhead.
I neated it by installing a long woven 'earth braid's as fitted to industrial electrical cabinets. This lightly rubs the steering column without restricting the column turning and provides a good earth.

I finally got round to looking at mine. I also used an earth braid, attached one end to the convenient stud near the bottom of the column, wrapped it round the column and used a short spring to put a little tension on it. A bit Heath Robinson but at least the horn works (for now!)
