Yes, quite a few were built in Vigo Spain. Mine (Pug Partner M59 2007) was built there. It seems that if your VIN starts with VF it is from the Vigo plant (https://www.berlingoforum.com/thread-15231.html).
Apparently the VF stands for the Vigo Factory.

Just to avoid confusing someone if they read this some day. The link from a previous berlingoforum thread had the wrong info.
The VF is the country origin and VF3 is Peugeot, VF7 Citroen. The ORGA or DAM or RP number on the offside pillar by the tyre pressure, paint code, etc., with a 5-digit number gives you the production date. Mine is 11202, so it was produced on 11 July 2007. On my pillar this is follwed by the FV letters. This stands for the Vigo plant in Spain.
