I've being doing some research into purchasing a newer Berlingo. It's quite interesting in that of the 3 I've inquired about that they have all have 2 previous owners.
The plates have been between 2019 and 2020.
Is there a reason they might all have two previous owners? The mileage has been pretty low on them as well.

Possibly ex-demo vehicles, plus one proper owner.

Could be connected to the currently high prices that 2nd-hand vehicles are attaining, thus prompting people to sell at a profit. Based on prices seen online, after one year I could've sold my 2020 van for the same as I bought it - so much for the old saying about wiping thousands off a new car price as soon as it's driven off the forecourt.......

Some brands use a process called pre-registration in which dealerships register cars in their name and subsequently sell on as pre-registered. The dealer will put anywhere between zero and a few hundred miles on them possibly as a demonstrator, then sell at below list price, all with the intent of selling more cars and meeting targets. What you are probably seeing are one retail owner cars with additional dealer "owner" on documentation.

It’s more common than you would think.
Dealer pre registers the vehicle to hit a sales target.
Private buyer sells to cash in on current price increases.
