[Engine] Diesel leaking when cold

Found that my motor leaks diesel from this point (see photo) when started and below 0 degrees. Leakage stops when motor gets warmer, but motor works irregular like hiccups for the first kilometers. How to solve? Grateful for any tip!

The leakage was from a broken rubber sleeve on diesel pump, se picture. Someone knows if it is possible to find an exchange rubber sleeve?

    I think that this is the stop/start solenoid which is available as an assembly - around £60?
