Passenger side around 24" long from locating nut to blade 'hoop',  drivers side around 20".

is the wiper blade meant to touch the rubber window at the top of the windscreen on the passenger side?
because mine does.

No, but it could simply be that you've the wrong blade fitted to that arm.
The blades are sometimes listed as drivers side & passenger side as though there might be a difference, but I've always fitted 'pairs' of the same length from folk like Lidl. From memory 21 or 22".

Sounds about right, so either your arms are too long, or maybe cranked ones have been replaced or they have not been set in the correct parked position and this has changed the swept arc.  If they are parking pretty much level at the bottom of the screen and are 20" and 24" then the simple option is to fit shorter blades.
