If there's a gap big enough to get your hand in and the bodywork is pushed out it sounds like you need some attention to the metal under the plastic liner. Can you see any bulge or damage along the side of the car and is the water getting in there or somewhere else ?
So where does this bit go then ?

I do not have a B9, but looking at the photos, these plastic wheel arches just clip on the curved body of the egde of the car. There are no clips inside, just push it upwards so the black plastic goes inside the outer egde of the car. Does not make much sense, but just push it upwards and it should clip.
I would not put expanding foam in there, it will soak water and keep it moist. If I were you I would look if the water is not coming from somewhere else, the wheel arch should be water tight, at least at the back. Even without the plastic wheel arch protector, there should not be water coming inside the vehicle. Maybe I am wrong, but on my M59 the water cannot go inside the boot even without the plastic wheel arch protector.

With the liner out you may see the point of water ingress eg on a seam where two panels meet.
Some seam sealer might do the trick if the area is fully dry or maybe even some lead and gutter mastic - very sticky never sets and likes living in the wet
