[Engine] Air con not switching on

Air con problem

I have a 2011 Berlingo van 1.6hdi recently tried my air con and it fails to switch on.
The light comes on when I press the button but there’s no clunk of the ac clutch engaging.
I’ve checked every fuse in both fuse boxes and I’ve put direct power to the ac clutch which makes it work and engage.
I think it’s not getting power the ac clutch when I press the button, is there a relay in the same circuit and if so where do I find it ?
Coincidentally the horn as also stopped working but could be totally separate.
Are the maxi fuses in the tray under the engine compartment fuse box anything to do with this, I had a separate problem a couple of years ago that turned out to be one of these.
Hopefully someone out there can steer me in the right direction

The aircon won't switch on if the gas pressure is too low, although the indicator light will come on, might be worth checking if needs a re-gas.

Not sure about the horn, but there are several threads about bad earth connections to the steering column on the M59 versions.
